About HKCPEC

Terms of Reference

Established in March 1990, Hong Kong Committee for Pacific Economic Cooperation (HKCPEC) advises the Secretary for Commerce, Economic and Development (SCED) on matters relating to the participation of Hong Kong, China in the Pacific Economic Cooperation Council (PECC) and to coordinate Hong Kong, China's input to the Council.

Membership

The appointing authority used to rest with the Financial Secretary and was delegated to the then Secretary for Commerce, Industry and Technology (SCIT) with effect from 2004. The current term of membership is from 1 April 2008 to 31 March 2010 and the Committee comprises individuals from the academia, business and government. Professor Sung Yun-wing, Chairman and Professor of Economics Department, The Chinese University of Hong Kong, is the current HKCPEC Chairman. The HKCPEC Secretariat is serviced by the Trade and Industry Department.

Participation in PECC Activities

Hong Kong joined PECC in May 1991 and continues its participation as a full and separate member after 30 June 1997, using the designation "Hong Kong, China" whenever the Hong Kong Special Administrative Region is referred to as a member economy of PECC.

Since its establishment, HKCPEC has all along been participating actively in PECC. Hong Kong, China was the Chair of PECC during October 1999 to November 2001. As Chair, Hong Kong, China hosted the 14th General Meeting of PECC (PECC XIV) on 28-30 November 2001. It involved over 100 speakers and attracted around 1,000 participants. The main theme and sub-themes for PECC XIV were:
